I think the Jarl himself sells you the land because I think that's the one where the Jarl comments on the Location of your property. I know if Brina whatever her last name is, is the Jarl you can get the option to buy the property earlier but that does not sound like your problem.Īlso which Giants quest did you do, the one for the Jarl or the one that the Tavern gives you? Maybe try both. I also remember reading that people could not buy land in dawnstar after starting or completing the Dark Brotherhood but I doubt that's a thing. I am pretty sure I went ahead and finished the 3 help people quests then I may have just waited x number of game days.
